Charity Websites

The Charities Capability Fund (CCF) is an initiative administered by the National Council of Social Service (NCSS) and supported by the Commissioner of Charities. It was created to help Singapore charities operate more efficiently and transparently — including having a proper digital presence.

Under Category A (Basic Infrastructure), the grant provides up to 80% co-funding for website development, capped at $3,000 per charity. This means your organisation pays only 20% of the eligible development cost, with NCSS covering the rest.

Charities are free to select their preferred vendor for CCF-ICT Category A projects. There is no requirement to use a pre-approved panel vendor, provided the vendor is a legitimate Singapore-registered business and the quotation is competitive.

Who is eligible to apply?

All exempt charities, registered charities, and Institutions of a Public Character (IPCs) in Singapore are eligible. You do not need to be an NCSS member to apply.

Under Category A, website development costs are co-funded at up to 80% of the actual expenditure, capped at $3,000 per charity.

No. Projects that have already commenced, or where a vendor contract has been signed before the grant application is submitted and approved, are not eligible for funding. The application must be approved before any work begins.

Assessment by the CCF Secretariat typically takes 4–6 weeks. We recommend submitting your application well in advance of your intended project start date to avoid delays.

For project costs of $6,000 or below, one quotation is required. For projects above $6,000, three quotations of comparable scope are required.
